President Viktor Yuschenko has instructed the Cabinet of Ministers to investigate before 2009 the failure by government officials to perform the tasks that were set in presidential decrees issued during the 2005-2008 period with the aim of preventing corruption.
This instruction is contained in the presidential decree No. 1101/2008 dated November 27.
The decree introduced the National Security and Defense Council's decision of October 31 entitled "On the State of Combating Corruption in Ukraine."
Yuschenko also instructed the Cabinet of Ministers to analyze by December 27 the reasons for non-performance of these tasks.
He also instructed the Cabinet of Ministers to take the necessary measures against the employees that failed to perform these tasks.
The decree recommends that the government send the relevant information to the Prosecutor-General's Office so that those responsible can be punished if necessary.
Yuschenko also instructed the Cabinet of Ministers to prepare by 2009 a draft law requiring officials that are authorized to perform the government's functions and members of their families to declare their incomes and expenditures.
Yuschenko instructed the Cabinet of Ministers to prepare by the end of this year amendments to Ukrainian laws with the aim of banning provision of philanthropic assistance to judges and law enforcement agencies and banning courts and law enforcement agencies from receiving material, financial, and organizational assistance.
Yuschenko also instructed the Cabinet of Ministers to facilitate parliamentary adoption of the draft law entitled "On Amendments of the Constitution of Ukraine (regarding limitation of parliamentary deputies' immunity)."
He also instructed the Cabinet of Ministers to prepare by 2009 a new draft of the law on the civil service.
The National Security and Defense Council considered the state of the fight against corruption at a meeting on October 31.
Yuschenko criticized the Cabinet of Ministers in July for insufficient efforts to fight corruption.
Yuschenko directed the Cabinet of Ministers on April 15 to draft by the end of May a new plan of measures for realizing the concept for eradicating corruption in Ukraine.
Yuschenko believes that constitutional reform government reform, reform of the judicial and law-enforcement systems, and fighting corruption are the main tasks of the authorities in 2008.
