Ukrainian News learned this from a letter from the Kyivmetrobud company to the Kyivskyi Metropoliten municipal company, the wording of which was made available to the agency.

"If there are no funds or intentions of the customer [the Kyivskyi Metropoliten municipal company] and the Kyiv city state administration to continue the construction for this reason, endorse a decision to prevent man-caused accidents and to conserve the construction of the said line," the letter reads.

The Kyivmetrobud company notes that the section of the line is 95% completed. However, the absence of funding makes unclear a date for the construction to end.

Kyivmetrobud believes uncompleted objects need isolation and conservation if the city has no money to complete the construction.

The company also claims debt of the city budget for construction works.

The debt of the city to the company has resulted in wage arrears, while the Kyiv city state administration has started to inspect the company following complaints from employees.

The company said it has managed to maintain the construction works and pay wage from bank credits. The account payable of the company has topped UAH 90 million.

The Kyivmetrobud company urged the Kyivskyi Metropoliten company to pay for the performed works, so as to give opportunities to Kyivmetrobud to pay wages and taxes to the budget.

As Ukrainian News earlier reported, Kyivmetrobud has said the three stations of the section of the line from the station of Lybidska may opened by April 2009.

According to the company, the opening of three subway stations from the Lybidska station towards Teremky housing estate will be impossible in December.
