Deputy head of the Presidential Secretariat Maryna Stavniichuk believes that the Verkhovna Rada of seventh convocation must reform the election legislation and change the election system.

The presidential press service made this statement.

At a meeting with ambassadors and representatives of diplomatic corps of the European Union member states Stavniichuk noted that the anticipated election system should allow people understand whom are they voting for and principles under which these people will act in the parliament.

She informed EU ambassadors on the internal political situation in Ukraine in connection with the early parliamentary elections called.

Stavniichuk says that no political force in or outside of the parliament, except for the Yulia Tymoshenko Bloc, denies the probability of holding the snap elections.

With this she thinks that the political situation in Ukraine should not to be taken as a two-persons conflict alone.

"We should not like that current constitutional-legal and political situation in Ukraine is taken as just a conflict between two persons. In fact, the question is much wider: an institutional matter, formation of democratic traditions in the society and clearer message to keep to the Constitution of Ukraine as the Fundamental Law," Stavniichuk said.

She also announced a positive conclusion made by the Justice Ministry on the possibility of allocating funds for holding the preliminary elections to the Rada from the reserve fund.

The Presidential Secretariat's deputy head recalled, in 2007 Prime Minister Yulia Tymoshenko called on ex-prime minister Viktor Yanukovych to finance elections from the national budget reserve fund and insisted on that non-provision of finance entails criminal responsibility.

As Ukrainian News earlier reported, Stavniichuk says the voting day in the early election of the Verkhovna Rada of Ukraine may be postponed if the problem of its financing and court proceedings over suspension of the Rada dissolution decree are not settled before October 19.

The Kyiv Administrative Court of Appeal has postponed consideration of the claim against the suspension of the presidential decree on dissolution of the parliament until October 17.

President Viktor Yuschenko disbanded the parliament and called preliminary election for 7 December.
