Andrii Mahera, deputy chair of the Central Electoral Commission, pointed out the absence of funds for holding early Verkhovna Rada (parliament) elections.

He said this in a TV Channel 5 interview.

«I can say that by now, by this minute, no election money has come to the Central Electoral Commission account from the State Treasury,» he said.

The CEC member emphasized that Monday was the last of the three days given by law for the authority to transfer the funds required to the election commission account.

The Central Electoral Commission has no competences to react to non-fulfillment of budget legislation, which is a duty of the Audit Chamber, Mahera noted.

The CEC deputy head also informed that the current week, until whose end the Central Electoral Commission must form district electoral commissions, is a kind of a critical period, upon whose expiry the commission will fail to duly organize the elections. Mahera also said he did not feel any pressure on the Central Electoral Commission from the Cabinet of Ministers, stressing that any of the CEC members has the right to resign in case of disagreement with actions by one of the top power bodies.

As Ukrainian News earlier reported, President Viktor Yuschenko urged the Cabinet of Ministers to grant money from the reserve fund of the national budget to the Central Election Commission by 5:00 pm, Monday, October 13, for financing preparations and holding of the early Verkhovna Rada elections scheduled for December 7.

The CEC announced that amendments to the 2008 national budget allocating financing for the early parliamentary elections were to be made before or on 13 October.

The CEC estimated holding of the early parliamentary elections at UAH 417.5 million.

First Vice Prime Minister Oleksandr Turchynov said earlier that the Cabinet of Ministers did not intend to grant money from the reserve fund of the state budget to finance the early elections.
