Verkhovna Rada Deputy Sviatoslav Oliinyk (Yulia Tymoshenko Bloc faction) is asking the Prosecutor General's Office to check on the legitimacy of employment of the Security Service of Ukraine and the State Guard Service units for the protection of premises of the District Administrative Court and the Administrative Court of Appeal in Kyiv, the BYT press service reported.

Oliinyk addressed a relevant demand to the Prosecutor General's Office.

He is seeking institution of criminal proceedings into the situation.

According to the politician, law-enforcement units occupied Kyiv's district and appeal administrative court buildings.

The MP noted that the units of the State Guard and Security Service are staying in the courts' territory on the basis of President Viktor Yuschenko's decree, which, in the politician's opinion, has an illegal character.

He believes that thus the Presidential Secretariat is carrying out the scenario of power seizure of separate court premises in order to pressurize judges with the use of military formations of the State Guard and Security Service departments.

The MP noted that the deployment of those force formations is coordinated by directly Valerii Heletey, head of the State Guard Department.

Oliinyk added that, according to law, the protection of the said courts is an exclusive competence of the interior ministry and Grifon police units.

On top he said the stay of paramilitary formations of the Security Service and State Guard at those facilities is not envisaged by law, since their competence is exclusively the protection of offices of the President, Verkhovna Rada and the Cabinet of Ministers.

As Ukrainian News reported, on October 12, Kyiv's Administrative Court of Appeal postponed examination of the Presidential Secretariat's appeal against suspension of President Viktor Yuschenko's decree on dissolution of Verkhovna Rada until October 13, based on the Yulia Tymoshenko Bloc faction's solicitation.

The District Administrative Court of Kyiv suspended on October 10 Presidential Decree No. 911 terminating Verkhovna Rada's powers.

The Prosecutor General's Office launched criminal proceedings against Kyiv District Administrative Court Judge Volodymyr Keleberda on charges of having passed a knowingly unjust ruling to halt the Rada disbandment decree.

Yuschenko scheduled Rada snap election for December 7.
