The Prosecutor General's Office has instituted criminal proceeding against Volodymyr Keleberda, judge of the District Administrative Court of Kyiv, on charges of passing a knowingly unjust ruling.

This was stated in a press release of the Prosecutor General's Office.

On October 10, Keleberda ruled a deliberately unjust decision satisfying an administrative suit, the press release says.

The court ruling suspended President Viktor Yuschenko's decree dissolving Verkhovna Rada, banned all actions on termination of Verkhovna Rada's powers, and prohibited the Central Electoral Commission from carrying out any preparatory works targeted at organization and conduct of pre-term parliamentary elections.

The criminal case was initiated under Part 1 of Article 375 of the Criminal Code (delivery of a knowingly unfair ruling envisaging restraint of liberty for a term up to five years, or imprisonment for a term of two to five years).

As Ukrainian News earlier reported, Valerii Pukshyn, deputy head of the Presidential Secretariat, considers Keleberda deliberately ruled an unjust decision on suspension of President Viktor Yuschenko's decree on dissolution of Verkhovna Rada.

The District Administrative Court of Kyiv suspended the presidential decree on October 10.

The Presidential Secretariat appealed against this court decision at the Kyiv Administrative Court of Appeal on October 11.

The snap parliamentary election campaign, due to start at midnight on October 11, was halted from 9:00 a.m. of that day, after the President's decree on dissolving the Rada was suspended.
