Maryna Stavniichuk, one of the deputy heads of the Presidential Secretariat, believes that the parliament has no power to adopt laws.
Stavniichuk announced this to Ukrainian News.
«According to the Constitution and the relevant rulings of the Constitutional Court, there is no single constitutional or legal possibility of realizing the powers of the parliament as a legislative organ,» Stavniichuk said.
Stavniichuk noted that President Viktor Yuschenko has issued a decree that not only scheduled early parliamentary elections, but also dissolved the sixth parliament.
As Ukrainian News earlier reported, Yuschenko announced the dissolution of the parliament on October 8.
The decree was signed and published (meaning that it came into force) on October 10.
Yuschenko scheduled early parliamentary elections for December 7.
