Germany opposes Moscow's intimidation of countries, including Ukraine, for their aspirations to join NATO.
Christoph Heusgen, the chief adviser for foreign policy and security issues for German Chancellor Angela Merkel, gave the position of Germany in an interview with Deutsche Welle.
He said Russia did have any right to a veto on decisions of countries on joining NATO.
"It is very important for the German Chancellor [Angela Merkel] that no third country will have a right to a veto on independent decisions of countries. This concerns Ukraine in the case," he said.
He said the April NATO summit in Bucharest had not endorsed a decision that the position of Russia [on the Ukrainian application for the NATO Membership Action Plan] should be taken into consideration, nor that Russia had a right to a veto.
Germany defends this position at the negotiations with Russia at the top level, he said.
"The Federal chancellor has communicated with the President of Russia more than once and made it clear during the talks that Russia did not have a veto on the matter," he said.
He said Ukraine was being intimidated by some Russian politicians, whereas neither the Russian government nor the President of Russia made statements of this sort.
Heusgen said the European Union, NATO, and Germany were interested in the friendly relations between Russia and Ukraine.

Russia is against the aspirations of Ukraine and Georgia to join NATO.
