Prime Minister Yulia Tymoshenko says the Verkhovna Rada committee cannot consider any draft laws on amendments to the 2008 national budget other than the government's draft.
Tymoshenko gave her position at a press conference in Ternopil.
According to Tymoshenko, the Verkhovna Rada cannot consider any alternative draft laws concerning the national budget.
"I strongly object to anybody's - the president, the premier, MPs, the head of the Verkhovna Rada - violating the Constitution...The Ukrainian laws do not envisage submission of alternative laws on the budget. This represents a disruption of the process," she said.
Tymoshenko said the government had taken into consideration all positions of President Viktor Yuschenko but the positions concerning [delaying] the growth in wages from September 1 and continuation of payments for [depreciated] deposits of the Sberbank of the USSR.
"All proposals were taken into consideration. One thing [which was not included] was that the president insisted on not shifting to a unified wages scale for employees of the public sector. He objected to increasing wages of employees of the public sector from September 1. Secondly, he objected to allocation of part of funds to continuation of compensation for deposits. Rather, in his opinion, this money should be directed to the Defense Ministry," Tymoshenko said.
Tymoshenko urged the parliament to endorse the amendments to the 2008 national budget as soon as possible.
As Ukrainian News earlier reported, the Verkhovna Rada on July 11 sent draft law of the Cabinet of Ministers No.2713 and draft law of President Yuschenko No.2713-1 on amendments to the 2008 national budget to the Verkhovna Rada budget committee for finalization after the parliament had rejected both draft laws.
On July 7, the Cabinet of Ministers submitted to the Verkhovna Rada its amendments to the 2008 national budget, increasing the revenues of the national budget by UAH 25.442 billion to UAH 240.802 billion and the spending by UAH 24.036 billion to UAH 256.408 billion.
The Cabinet of Ministers also wanted to cut the ceiling deficit of the budget by UAH 0.148 million to UAH 18.674.
On July 10, President Viktor Yuschenko submitted to the parliament his version of the draft law on the amendments to the 2008 national budget, increasing the revenues by UAH 27.73 billion to UAH 243.08 billion and spending by UAH 25.3 billion to UAH 257.7 billion.
