President Viktor Yuschenko has come to the Verkhovna Rada to deliver his annual address on domestic and foreign affairs to the parliament and the people of Ukraine.
He could not take his seat in the session hall because deputies of the Bloc of Yulia Tymoshenko blocked the rostrum and the presidium.
Yuschenko is going to make a statement to the press.
As Ukrainian News earlier reported, the Bloc of Yulia Tymoshenko is in talks with the President's Secretariat on replacing the heads of the State Property Fund and providing for anti-inflation measures.
Rada could not continue its work after the morning plenary meeting was opened due to the blockage of the rostrum and the presidium by BYT deputies.
Yuschenko has several times postponed his address to Rada of the sixth convocation due to confrontation inside the parliament.
Yuschenko thinks it is necessary to include his address points in the Cabinet action plan entitled "The Ukrainian Breakthrough: for the People, not for Politicians."
The government approved a draft action plan on January 16 and submitted it to parliament for approval on January 17.
Rada was to approve the action plan after the President's address.
