First Deputy Prime Minister Oleksandr Turchynov, who is a candidate in the Kyiv mayoral elections, is sure that members of the Our Ukraine People's Self-Defense Bloc and the opposition will support the bill on the Constitution developed by the Bloc of Yulia Tymoshenko.
Ukrainian News learned this from the press service of the Tymoshenko Bloc.
"I am sure that these changes will be backed by both our allies and members of the opposition," Turchynov said.
The constitutional changes will help regulate the mechanism of adoption and fulfillment of official decisions, he opined.
"We [the BYT] have no other way but to go for the revision of the Constitution. It is not enough to make decisions in order to put the country in order, a mechanism for their execution is needed," he said.
Turchynov added that the necessary changes to the Basic Law must be aimed at creating an effective mechanism of executive power.
"We need a strong, powerful and effective executive vertical. Local bodies of power must be made subordinate to the Cabinet of Ministers and local self-government should be reinforced," he said.
This mechanism is lacking today, he said.
"The government adopts decisions, but local administrations are subordinate to the President's Secretariat. This gives way to discrepancy. It concerns commodity interventions and other programs of the government," Turchynov commented.
As Ukrainian News earlier reported, Prime Minister Yulia Tymoshenko, who is also the eponymous bloc leader, hopes the bill on constitutional changes will be submitted to the parliament for consideration next week (May 12-16).
She favors a transition from a parliamentary-presidential to parliamentary rule.
The Tymoshenko Bloc had earlier stated that right after the Easter holidays it would push for creation of an ad hoc temporary commission on introduction of constitutional changes.
