The Kharkiv regional council has opened a plenary meeting of the 27th extraordinary session in Kharkiv's Svobody Square.
This owes to the blocking of the regional council's accounts by the control and audit department, and impossibility in this connection to repay costs on holding the session in its usual place, the big hall of the House of Soviets, council head Vasyl Salyhin says.
Loudspeaker equipment was taken to the square, as well as several tables, at which the presidium members are standing.
Questions are voted by hand lifting.
There are 11 issues on the agenda, including the one on amendments to the 2008 regional budget.
Kharkiv Mayor Mykhailo Dobkin and a number of Verkhovna Rada deputies are present at the session.
As Ukrainian News reported, earlier Salyhin said the control and audit department had blocked the regional council accounts due to violations allegedly uncovered by a check on the council's financial activity.
Blocking of the accounts might lead to frustration of the plenary meeting scheduled for May 8, Salyhin noted.
The Kharkiv regional council decided to hold on May 8 the extraordinary 27th session of the fifth convocation in order to amend its January 15 decision on the 2008 regional budget.
On January 15, the Kharkiv regional council endorsed the regional budget for 2008 with revenues and expenditures of UAH 2,695.3 million each.
