Transport and Communications Minister Yosyp Vinskyi has criticized the Kyiv municipal administration for its plan to set quotas for the number of trucks belonging to members of the Association of International Transporters (AsMAP) that can enter Kyiv.
Vinskyi issued the criticism while addressing journalists.
"This decision is not only unjustified, it is also provocative," Vinskyi said.
According to him, there are presently no alternative transit routes other than the Kyiv bridges over River Dnipro, and the problem of transit trucks causing congestion on Kyiv roads can be solved only by constructing a major ring road around Kyiv.
"Until that time, the measures that [Kyiv's Mayor Leonid] Chernovetskyi is taking are like Chernovetskyi prohibiting drivers to breathe," Vinskyi said.
He stressed that restrictions on truck transit through Kyiv could result in redistribution of the volume of cargo transit from Ukraine to other countries.
Vinskyi also said that he intended to sign the final regulations on construction of a major ring road around Kyiv on May 7.
